LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 81ST LEGISLATIVE REGULAR SESSION

March 30, 2009

TO:
Honorable Kip Averitt, Chair, Senate Committee on Natural Resources

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
SB341 by Wentworth (Relating to changing the name of the Railroad Commission of Texas to the Texas Energy Commission.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would change the name of the Railroad Commission of Texas to the Texas Energy Commission. The bill would provide for a transition period from the effective date of the act, September 1, 2009, to January 1, 2010, and it would  requires the Railroad Commission to adopt a timetable for phasing in the change of the agency’s name so as to minimize the fiscal impact of the name change.

Although the agency would incur costs in updating its website, reprinting forms and publications, changing signage, etc., this estimate assumes that such costs, estimated at approximately $100,000 in fiscal year 2010 only, could be absorbed into the agency's current budget.

Local Government Impact

No fiscal implication to units of local government is anticipated.
