LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 81ST LEGISLATIVE REGULAR SESSION

April 29, 2009

TO:
Honorable Rob Eissler, Chair, House Committee on Public Education

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
SB451 by Van de Putte (Relating to staff development requirements in public schools.), As Engrossed

No significant fiscal implication to the State is anticipated.

The bill would require school districts to offer research-based staff development relating to the instruction of students with disabilities.  The training would be required for educators working primarily outside special education only if the educator does not possess the knowledge and skills necessary to implement the individualized education program developed for a student receiving instruction from the educator.

Local Government Impact

To the extent that school districts to not currently offer staff development programs meeting the requirements of the bill, local costs could be incurred.
