The bill would require an applicant for an original dealer general distinguishing number (GDN) who proposes to be an independent motor vehicle dealer and who does not hold another type of GDN to submit to the Texas Department of Transportation (TxDOT) evidence that the applicant has completed a basic dealer education course approved by TxDOT. The bill would authorize TxDOT to approve dealer education courses that meet certain specifications prescribed by the bill. An applicant for a GDN would not be required to comply with the education requirements of the bill if, at the time the application is submitted, a dealer education course has not been approved by TxDOT.
Based on the analysis of TxDOT, it is assumed any costs or duties associated with implementing the provisions of the bill could be absorbed within existing resources.
