TO: | Honorable John Carona, Chair, Senate Committee on Transportation & Homeland Security |
FROM: | John S. O'Brien, Director, Legislative Budget Board |
IN RE: | SB581 by Wentworth (Relating to intermunicipal commuter rail districts.), As Introduced |
The bill would authorize other public entities located in a county that has become a part of an intermunicipal commuter rail district to become a part of the district. The board of the district would be required to adopt a name for the district and would be authorized by resolution to change the name of the district.
The bill would authorize a district to acquire, construct, develop, own, operate, and maintain intercity or other types of passenger rail services.
It is assumed that an eligible public entity would not choose to become a part of a district unless the entity had sufficient resources to absorb costs, if any, that may be associated with participating as a part of the district.
No significant fiscal implications would result from a decision to name or change the name of the district.
It is assumed that a district would acquire, construct, develop, own, operate, and maintain intercity or other types of passenger rail services if sufficient resources are available.
