SB653 by Zaffirini (Relating to the accountability of emergency services district board members to a county commissioners court.), As Introduced

No fiscal implication to the State is anticipated.

The bill would require an emergency services district to submit a quarterly report to the commissioners court of the county or counties in which the district is located, whereas under current statute, the district is required to submit an annual report. The first quarterly report would be required by not later than February 1, 2010.

The district would be required to notify the county commissioners court(s) of what hiring practices the district would use prior to using those practices.

The bill would specify steps required to be taken by the county commissioners court(s) in which the district is located for the removal of an appointed district board member.

The district board would be required to obtain approval from the county commissioners court(s) in which the district is located prior to changing the district's ad valorem tax rate, and would establish the procedures the district board must follow in seeking a change.
