No significant fiscal implication to the State is anticipated.

The bill would require a local government that is subject to Chapters 61 or 63, Natural Resources Code, which relate to use and maintenance of public beaches and dunes, to use historical erosion data and the coastal erosion response plan published by the General Land Office (GLO) to prepare a local plan for reducing public expenditures for erosion and storm damage losses to public and private property, including public beaches. Under current statute, the use of historical erosion data is optional and there is no requirement related to use of the GLO's published coastal erosion response plan.

The bill would authorize the GLO to adopt rules for the preparation and implementation by a local government of a local plan for reducing public expenditures for erosion and storm damage losses to public and private property in coastal areas.

Any costs associated with related administrative duties for the state or for units of local government could be absorbed within existing resources.
