No significant fiscal implication to the State is anticipated.
This legislation amends Section 161.056 of the Texas Agriculture Code to make any National Animal Identification (NAIS) consistent state animal identification program in Texas remain a voluntary program unless the United States Department of Agriculture imposes a mandatory national animal identification system. This includes notice on the registration form that the program is voluntary, and allows a registrant to unregister at any time. If adopted, these changes will become effective on September 1, 2009.
If adopted, this legislation would require the Animal Health Commission to prepare a mail out allowing those participating in the voluntary premises registration and animal identification program to opt out of the NAIS program. The Animal Health Commission estimates the cost of the mail out to be $25,000. This cost would not have a significant impact on the operating costs of the Animal Health Commission.
