No significant fiscal implication to the State is anticipated.

The bill would require the Texas Department of Insurance (TDI) to conduct a study on the minimum participation requirement for small employer health benefit plans and report its findings to the 82nd Legislature.

Based on information provided by TDI, it is assumed that costs associated with implementing the provisions of the bill could be absorbed within the agency's current resources.
