LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 81ST LEGISLATIVE REGULAR SESSION

March 20, 2009

TO:
Honorable Florence Shapiro, Chair, Senate Committee on Education

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
SB939 by Watson (Relating to the capability of the Public Education Information Management System (PEIMS) to provide information regarding public school students placed in foster care.), As Introduced

No significant fiscal implication to the State is anticipated.

The Texas Education Agency estimates incurring modest one-time costs in fiscal year 2010 for systems modification.   Assuming that students placed in foster care refers only to children in Department of Family and Protective Services (DFPS) conservatorship and not to all children in residential care, the DFPS indicates that workload associated with compiling and sharing information could be accomodated using existing resources.

Local Government Impact

School districts may be required to modify local student information systems or work with vendors to update student information system packages used to collect, report, and extract data.  Local costs for systems modification would be expected to vary widely depending on the complexity of any updates needed to accomodate new data, whether affected software systems were locally-developed or vendor-provided packages, and the terms of vendor maintenance agreements.
