No significant fiscal implication to the State is anticipated.

The bill would require the Department of Family and Protective Services, in cooperation with the Texas Education Agency and the Department of Public Safety, to develop a plan to ensure that each child in conservatorship has an opportunity to complete a driver's education course and obtain a driver's license before leaving conservatorship.  It also requires the agency to report the results of the plan to the Legislature not later than December 1, 2010.  The agencies indicate any cost to implement provisions of the bill would be minimal and can be absorbed within available resources.
