No significant fiscal implication to the State is anticipated.

The bill amends the Insurance Code to continue the Office of Public Insurance Counsel (OPIC) to 2021.  Additionally the bill requires OPIC to implement a technology policy to improve the agency's ability to perform its functions and ensure that the public is able to interact with the office via the internet.  The bill also requires OPIC to develop and implement a policy relating to alternative dispute resolution (ADR) procedures, and designate a person to coordinate the implementation of the ADR policy. 

Based on information providec by OPIC, it is assumed that any costs associated with the bill could be absorbed within the agency's existing resources.
