LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 81ST LEGISLATIVE REGULAR SESSION

April 13, 2009

TO:
Honorable Jane Nelson, Chair, Senate Committee on Health & Human Services

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
SB1092 by West (Relating to the screening of newborns for sickle-cell trait and other disorders by the Department of State Health Services.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill requires screening for sickle cell trait to be added to the newborn screening program at the Department of State Health Services (DSHS). DSHS indicates that screening for sickle cell trait is a byproduct of tests already conducted so there would be no additional cost for testing. It is assumed that any additional costs to provide notification of positive results could be absorbed within available resources.  The bill will take effect September 1, 2009.

Local Government Impact

No fiscal implication to units of local government is anticipated.
