LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 81ST LEGISLATIVE REGULAR SESSION

April 29, 2009

TO:
Honorable Royce West, Chair, Senate Committee on Intergovernmental Relations

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
SB1112 by Estes (Relating to the provision of money from a county's general fund to disaster victims.), Committee Report 1st House, Substituted

No fiscal implication to the State is anticipated.

The bill would amend the Local Government Code to authorize a county commissioners court, if policies and procedures have been put into place and if financial assistance from other sources is unavailable or inadequate, to provide money from the county's general fund to individual residents of the county who are adversely affected by a disaster for which the county judge declared a local state of disaster.

Local Government Impact

It is presumed that a county would implement provisions of the bill only to the extent sufficient funds are available. The fiscal implications would depend on the level of damages from the natural disaster, the number of residents seeking money, and the level of funding available from other sources.
