No significant fiscal implication to the State is anticipated.

The bill would require the Texas Commission on Environmental Quality (TCEQ) to issue, without notice or hearing, an amendment to Permit No. 4228 (Application No. 4537) striking a provision requiring compliance with Section 11.145 of the Water Code which requires the permittee to commence and complete construction of the project within a specified time, or to be granted an extension of time for commencement or completion of construction.

Based on the analysis by TCEQ, it is assumed there would be no significant fiscal impact to the agency or the state.


Local Government Impact

Because the bill would not have statewide impact on units of local government of the same type or class, no comment from this office is required by the rules of the House/Senate as to its probable fiscal implication on units of local government.
