The bill would amend the Water Code to require the Water Development Board (TWDB) to consider the effects of climate variability when developing the State Water Plan and require regional water planning groups to consider the effects of climate variability when developing regional water plans.
The bill would take effect September 1, 2009.
The regional water planning groups will be developing the regional water plans in fiscal year 2010 in preparation for the next State Water Plan. TWDB indicates that each regional water planning group would need a grant of $200,000 to study the effects of climate variability in their region in fiscal year 2010. Therefore, TWDB would need to provide a total of $3,200,000 ($200,000 X 16 regional water planning groups) in grants in fiscal year 2010 to study the effects of climate variability.
