The bill would amend the definition of "disaster" in Section 418.004(1), Government Code, to include extreme heat. The bill would also require the Governor’s Division of Emergency Management (GDEM) to include in the comprehensive state emergency management plan a list of public facilities that may be used as shelters during a disaster, including air-conditioned facilities for shelter during an extreme heat disaster and fortified structures for shelter during a wind disaster. The bill would be effective immediately if it were to receive the required two-thirds vote in each house; otherwise, it would take effect September 1, 2009.
The bill would increase the workload of GDEM, but it is assumed that the additional cost associated with the increase in workload could be absorbed within existing agency resources.
