LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 81ST LEGISLATIVE REGULAR SESSION

May 15, 2009

TO:
Honorable Mark Homer, Chair, House Committee on Culture, Recreation & Tourism

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
SB1586 by Harris (Relating to the establishment of a shared database for deer breeder reporting requirements.), Committee Report 2nd House, Substituted

No significant fiscal implication to the State is anticipated.

The bill would amend the Parks and Wildlife Code to require the Texas Animal Health Commission (TAHC) and the Texas Parks and Wildlife Department (TPWD) to develop and maintain a process to share TPWD's existing deer breeder database by June 1, 2010.  The TAHC and the TPWD indicate that any additional work resulting from the passage of the bill could be reasonably absorbed within current resources.  The bill would take immediate effect if the bill receives two-thirds the vote of all members.  Otherwise, the bill would take effect September 1, 2009.

Local Government Impact

No fiscal implication to units of local government is anticipated.
