The bill would require the Health and Human Services Commission (HHSC) to establish a grant program to be administered by the Office of Early Childhood Coordination in HHSC. It would award grants to qualified entities to provide consultation to child care centers on serving children with behavioral issues.
The bill would require HHSC to adopt performance indicators to measure a grant recipient's performance, and to submit a report annually to committees of the senate and house of representative with primary jurisdiction over HHSC regarding the performance of the grant recipients.
The bill would require HHSC to actively seek and apply for any available federal funds to assist in financing the grant program, and/or any state appropriations, gifts, donations, grants from the federal government, local governments, private corporations, or other persons to assist in financing the grant program.
The bill would require HHSC to apply for any available federal funds to assist in financing the program as soon as practicable, and to submit the initial annual report required by Sec. 75.007 no later than December 1, 2010.
The bill would take effect September 1, 2009.
HHSC would establish and administer the grant program and award grants to applicants in a manner that ensures that the programs operate in multiple communities that are geographically diverse and meet the prescribed program criteria. Four sites would be selected.
This estimate assumes HHSC would use a competitive procurement process for the selection of the grant recipients. Each of the four sites would receive a grant award of $90,000 for a total of $360,000 each year (except for fiscal year 2010, which would be funded for approximately one-half of the year). This estimate assumes that conducting a competitive procurement process would delay the provision of services until February 1, 2010. Performance evaluation is estimated to cost $5,000 per site.
The cost for program support for one full-time equivalent (including salaries, overhead costs, travel, basic consumable supplies, seat management and employee benefits) is estimated as: $94,387 in FY 2010, $87,680 in FY 2011, $87,680 in FY 2012, $87,680 in FY 2013, and $87,680 in FY 2014. One-time set-up costs of $6,678 are included in FY 2010 only.
It is assumed that eighty-five percent of the cost would be to General Revenue, with fifteen percent of the cost to Appropriated Receipts, due to the bill's provision (Sec. 75.008 Grant Program Funding) on accepting donations and grants. If Federal Funds became available for the program, these would be appropriated through a provision of Article IX in the General Appropriations Act.
No significant fiscal implication to units of local government is anticipated.
Local governments would be among those eligible to apply for the grant program established by the bill.
