The bill would amend the Transportation Code to specify that a certificate of title for a motor vehicle that has been the subject of an ordered repurchase or replacement under Chapter 2301, Occupations Code, must contain on its face a notice to inform a purchaser that the motor vehicle has been the subject of an ordered repurchase or replacement. The bill would specify that a transferor of a motor vehicle who files the transfer notification with the Texas Department of Transportation (TxDOT) has no liability arising out of the use, operation, or abandonment of the vehicle by another person. The bill would amend provisions regarding the refusal to register a vehicle due to outstanding warrants or civil penalties to preclude the registration of a vehicle that was purchased and sold by a licensed motor vehicle dealer.
Based on the analysis of TxDOT, it is assumed any costs or duties associated with implementing the provisions of the bill could be absorbed within existing resources.
