The bill would amend the Transportation Code to require the Texas Transportation Commission to establish by rule a schedule of motor vehicle registration fees based on vehicle weight for all passenger motor vehicles, commercial motor vehicles, road tractors, trailers, motorcycles, mopeds, and motor homes. The bill also would require the Texas Department of Transportation (TxDOT) to establish by rule fees and procedures for the issuance of specialty license plates for certain classic motor vehicles and trailers. The bill would repeal various provisions of the Transportation Code, which establish fees for the registration of motorcycles; passenger cars, municipal buses, or certain private buses; commercial motor vehicles, truck-tractors, road tractors, and trailers or semi-trailers; and motor vehicles used exclusively to transport and spread fertilizer or agricultural limestone.
Based on the analysis of TxDOT, it is assumed any costs or duties associated with implementing the provisions of the bill could be absorbed within the agency's existing resources. Also based on the analysis of TxDOT, it is assumed the schedule of motor vehicle registration fees that would be adopted by Texas Transportation Commission under the provisions of the bill would not result in a significant increase or decrease in registration fee revenue to the state.
