No significant fiscal implication to the State is anticipated.

The bill would establish the Council on Children and Families for certain purposes relating to services for children and families. The bill would require the council to be composed of the chief executive officers of each of the five health enterprise agencies, the Texas Juvenile Probation Commission, the Texas Education Agency, the Texas Youth Commission, the Texas Workforce Commission, the director of the Texas Correctional Office on Offenders with Medical or Mental Impairments, and four other representatives appointed by the executive commissioner of the Health and Human Services Commission. 

The bill would provide that the council be administratively attached to the Health and Human Services Commission (HHSC), but would be independent of direction by HHSC or the executive commissioner. The bill would set forth the duties of the council. The bill would authorize state agency members of the council to enter into memoranda of understanding, as appropriate, with other agencies. The bill would require the council to submit a report to the governor, the lieutenant governor, speaker of the house of representatives, and members of the legislature. It is assumed that the cost of the bill could be covered within existing resources.
