No significant fiscal implication to the State is anticipated.

The bill would establish the Council on Children and Families to coordinate the state's health, education, and human services systems. The bill would require the council to be composed of the chief executive officers of each of the five health enterprise agencies, the Texas Juvenile Probation Commission, the Texas Education Agency, the Texas Youth Commission, and the Texas Workforce Commission. 

The bill would provide that the council be administratively attached to the Health and Human Services Commission (HHSC), but would be independent of direction by HHSC or the executive commissioner. The bill would set forth the duties of the council, including development of an interagency legislative appropriations request regarding health, education, and human services provided to children and families. The bill would require the council to submit a report to the governor, the lieutenant governor, speaker of the house of representatives, and members of the legislature. It is assumed that the cost of the bill could be covered within existing resources.
