No significant fiscal implication to the State is anticipated.

The bill would require the presiding judge to post a written notice of the date, hour, and place for convening the precinct convention at each outside door through which a voter may enter the building in which the polling place is located and at one additional public place in the precinct.  The bill would require the county chair to post a notice of the hour and place for convening each precinct convention on the bulletin board used for posting notices of meetings of the commissioners court and at least one additional public place in the county.  The bill would not allow paired or combined precinct voter lists to be combined.  The bill would require the Secretary of State (SOS) to conduct a biennial study regarding the requirements of this subchapter and the effect of those requirements on the efficient operation of precinct conventions. SOS would be required to report the results of the study and issue any recommendations for statutory changes based on the study to the legislature.  The bill would be effective September 1, 2009.
