No significant fiscal implication to the State is anticipated.
The bill requires the Department of State Health Services (DSHS) to implement a training program, with expert council input and support, for all appropriate Department of Public Safety (DPS) and Texas Department of Transportation (TxDOT) employees on the benefits of organ donation and the procedures for individuals to be added to the registry. The bill also requires DSHS and TxDOT to provide each applicant for the issuance of motor vehicle registration, whether it be in person, by mail, or online, the opportunity to participate in the state's organ donor registry. According to all three agencies there would be minimal costs associated with these new requirements and it is assumed that these costs can be absorbed within existing agency resources.
