No significant fiscal implication to the State is anticipated.

The bill amends parts of Chapter 160, Family Code to allow for gestational agreements to involve one intended parent; it also requires that if there are two intended parents, they must be married and both must be a party to the gestational agreement as an intended parent. It is assumed that any costs to the Department of State Health Services related to issuance of birth certificates can be absorbed within existing resources.

No significant fiscal implication to units of local government is anticipated.
