No significant fiscal implication to the State is anticipated.

The bill would amend the Government Code relating to the creation and evaluation of certain pilot projects of the First and Fourteenth Courts of Appeals. The bill would permit the First and Fourteenth Courts of Appeals to implement a pilot project to jointly develop and implement human resource policies and also a pilot project to jointly develop and implement policies and procedures to ensure access to the appellate courts through the Texas Online filing system for self-represented litigants. To the extent the bill would allow the First and Fourteenth Courts of Appeals to develop joint policies and procedures, it is the LBB's analysis that the courts could develop these using existing resources.
