No fiscal implication to the State is anticipated.
The bill would amend Chapter 375 of the Local Government Code to allow the governing body of a municipality with a population of 1.1 million or more in the same county as an active military base that is in the municipality's extraterritorial jurisdiction to create a defense base regulatory authority. The authority could only be created after public hearings and published notices, and the municipality would have to notify the public at least 30 but no more than 60 days before the creation of the authority. The municipality would have the power to name a board of directors, set the directors' terms, and dissolve the authority. The authority would have the powers of the municipality in regards to zoning.
Local Government Impact
It is assumed that the governing body of a municipality would create a defense base regulatory authority only if funding is available.
