No significant fiscal implication to the State is anticipated.

The bill would separate the intensive summer programs under Texas Education Code section 29.098 into separate pilot programs: a summer program for at-risk public education students administered by the Texas Education Agency (TEA), and grants to institutions of higher education for intensive programs directed at at-risk college students, awarded by the Texas Higher Education Coordinating Board (THECB). 

Both TEA and THECB expect that the maintenance of funding currently received for the intensive summer programs in the 2008-09 biennium, and other funds identified by the bill, would be sufficient to fulfill the requirements of the bill.

No fiscal implication to units of local government is anticipated.
