Fiscal Analysis

The bill would transfer authority to review and adopt textbooks and curriculum standards (the Texas Essential Knowledge and Skills or TEKS) from the State Board of Education (SBOE) to the Commissioner of Education.

The bill would require that educator teams with members representing each of the 20 education  regions of the state with subject matter expertise be appointed by the Commissioner to review textbooks and the TEKS.


Methodology

Provisions related to the appointment of educator teams with representation from each of the 20 education regions in the state to review curriculum standards and textbooks would expand the size of current TEKS and textbook review committees.  Based on the current TEKS revision and textbook review schedule and assuming the TEKS and textbooks for two subject areas would be reviewed in FY2014, the Texas Education Agency (TEA) estimates the increased cost of reimbursement for educator teams at $206,000 in FY2010, $956,000 in FY2011, $801,000 in FY2012, $306,000 in FY2013, and $567,000 in FY2014.
