No significant fiscal implication to the State is anticipated.

The bill would amend the Water Code regarding timing for a groundwater management district to submit groundwater management plans or readopted management plans to the Texas Water Development Board and would set September 1, 2013 as the expiration date for the proposed change in submission schedule.

Provisions of the bill would apply only to a groundwater management plan submitted to the board on or after the effective date of the bill. The bill would take effect immediately if it were to receive the required two-thirds vote in each house; otherwise, it would take effect September 1, 2009.

No significant fiscal implication to units of local government is anticipated.
