No significant fiscal implication to the State is anticipated.

The bill would amend the Government Code by requiring the Texas Board of Criminal Justice (Board), Department of Criminal Justice (TDCJ), to create a professional standards and labor oversight committee composed of Board members to review the implementation of and make necessary recommendations for rule and policy changes related to TDCJ established career ladders, employee professional development, recruitment and retention including labor-management cooperation, and established complaint procedures. Under the provisions of the bill, the Board, including the oversight committee, shall submit a report to the legislature annually including the results of the review and recommendations and any actions taken by the Board or TDCJ to increase the retention of department employees and reduce vacancies in critical positions held by those employees. 

TDCJ has determined costs associated with implementing the bill would not be significant.
