No significant fiscal implication to the State is anticipated.

The bill would revise the timelines associated with the development of the environmental flow regime recommendations for priority river basin and bay systems. Deadlines would also be extended for the Environmental Flows Advisory Group and stakeholder committees to provide comment on the flow recommendations and for implementation by the Texas Commission on Environmental Quality (TCEQ). The schedule for the appointment of stakeholders and expert science teams in Phase 2 and Phase 3 bay-basins would also be adjusted.

Adjustment of the timelines for the advisory groups and stakeholder committees is not expected to have a significant impact on the TCEQ or the Water Development Board.
