April 29, 2009

TO:
Honorable Judith Zaffirini, Chair, Senate Committee on Higher Education

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
SB2351 by Ogden (relating to limiting increases in a student health services fee at Texas A&M University-College Station, and to authorizing the financing, construction, maintenance and improvement of health facilities with a student health services fee at a component institution of Texas A&M University.), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

Under provisions of the bill, Texas A&M University-College Station would be allowed to collect a student health servies fee not to exceed $100 for each regular semester and $50 for each summer session.  The fee could not be increased by more than ten percent of the fee in place as of September 1, 2009 without a vote for the increase by the majority of students. All other component institutions of the Texas A&M University System could charge up to $75 for the student health services fee for a regular semester and $25 for a summer session with the exception of Prairie View A&M University, which is limited to $30 and $12.50 respectively under current law.

The bill would allow revenue from the fee to be used for financing, constructing, maintaining, and improving new and existing health facilities.

Local Government Impact

No fiscal implication to units of local government is anticipated.
