SB2476 by Deuell (Relating to the creation of the North Texas Trauma and Burn Authority in Trauma Service Area E.), As Introduced

No fiscal implication to the State is anticipated.

The bill would add Chapter 291 to Subtitle D, Title 4, Health and Safety Code create the North Texas Trauma and Burn Authority (Authority), which would include Collin, Cooke, Dallas, Denton, Ellis, Erath, Fannin, Grayson, Hood, Hunt, Johnson, Kaufman, Navarro, Palo Pinto, Parker, Rockwall, Somervell, Tarrant, and Wise counties. The bill would set forth establishment, administration, and powers and duties of the Authority. A member of the board would serve without compensation but would be allowed, on approval of the entire board, be reimbursed for actual expenses incurred in the performance of the member's official duties.

The Authority would be authorized to seek funding from the federal government under the American Recovery and Reinvestment Act of 2009 and from other funding sources.


Local Government Impact

The Texas Association of Counties (TAC) was contacted to obtain fiscal information from the affected counties. Based on analysis received from TAC, it is assumed the fiscal impact would be minimal, provided sufficient funding could be obtained from the federal government and other funding sources rather than from the counties themselves and provided those other funding sources continue for maintenance of the Authority.
