The bill would require state agencies, including institutions of higher education, which conducted, funded, or supported during the preceding state fiscal year any research that involved stem cells or human cloning to submit a report to the Governor, the Legislative Budget Board, and the Department of State Health Services no later than December 1 of each year. The report must include the type of research conducted, the process through which the stem cells were derived, the amount and source of state money used in the research, the facilities used in the research, and the progress and results of the research.
It is assumed that any cost to the state agencies to write and submit the report can be absorbed within existing resources.
The bill would take effect immediately if it receives two-thirds vote in both houses; otherwise it would take effect September 1, 2009.
