The cost to the state for publication of the resolution is $90,882.
This resolution would propose a constitutional amendment to Article VIII of the Texas Constitution to require the Legislature to write authorizing legislation dedicating three-fourths of net motor fuel taxes and lubricant sales taxes for the sole purpose of constructing and maintaining public highways. The remaining one-fourth of such net revenues would be allocated to the Available School Fund 0002.
The proposed amendment would authorize the Legislature to write statutes authorizing the Comptroller to automatically adjust the motor fuel tax rates based upon certain price or cost indices produced by agencies of the U.S. government.
The proposed amendment would be submitted to voters at an election to be held November 3, 2009.
