HB2966 by Coleman (Relating to an offense committed against a person because of bias or prejudice on the basis of gender identity or expression.), As Introduced

The bill would amend the Code of Criminal Procedure to broaden the definition of a finding an offense was committed because of bias or prejudice to include gender identity or expression.  A finding that an offense was committed because of bias or prejudice is punishable at the next higher category of offense depending on the circumstances.

 

Broadening the definition of the types of behavior punishable at the next higher category is expected to result in increased demands upon the correctional resources of counties or of the State; however, it is assumed the number of persons affected by the provision of this bill would not result in a significant impact on programs and workload of state corrections agencies or on the demand for resources and services of those agencies.
