LEGISLATIVE BUDGET BOARD
Austin, Texas

ACTUARIAL IMPACT STATEMENT

81ST LEGISLATIVE REGULAR SESSION

April 14, 2009

TO:
Honorable Vicki Truitt, Chair, House Committee on Pensions, Investments & Financial Services

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB2986 by Phillips (Relating to the participation of certain retired employees of juvenile probation departments in the group benefits plan for state employees.), As Introduced

HB 2986 would amend the Insurance Code to provide access to the Employees Retirement System Health program for certain employees of juvenile probation departments retiring on or after September 1, 2009. According to ERS, HB 2986 impacts the Texas Employees Group Insurance Program only; therefore, the provisions and recommendations in the bill should not have an actuarial impact on ERS retirement funds.

The bill, if enacted, will not have a significant actuarial effect because it does not propose to change the funding or obligations of any public retirement system.
