LEGISLATIVE BUDGET BOARD
Austin, Texas

CRIMINAL JUSTICE IMPACT STATEMENT

81ST LEGISLATIVE REGULAR SESSION

May 13, 2009

TO:
Honorable Jim McReynolds, Chair, House Committee on Corrections

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
SB1362 by Shapiro (Relating to a Texas Youth Commission comprehensive plan to improve student reading skills and behavior.), As Engrossed

The provisions of the bill that are the subject of this analysis are the provisions that authorize or require a change in the sanctions applicable to adults or juveniles convicted of felony crime.  The bill would amend the Education Code relating to reading and behavior plan and would restrict parole for certain students in a Texas Youth Commission educational program unless certain conditions are met.

It is possible the provisions of the bill will increase demands upon the correctional resources of the State due to longer terms of confinement; however, it is assumed the number of persons affected would not result in a significant impact on programs and workload of state corrections agencies or on the demand for resources and services of those agencies.
