Pursuant to a notice posted on April 15, 2009, and pursuant to permission granted to meet while the house is in session during the reading and referral of bills, the House Committee on Border & Intergovernmental Affairs met in a public hearing and was called to order by the chair, Representative Gonzales, at 3:43 p.m.
The roll was answered as follows:

A quorum was present.
The chair directed that the April 8, 2009, minutes for the House Committee on Border & Intergovernmental Affairs be corrected. The corrected minutes were authorized without objection.

The chair laid out HB 4542.
The chair recognized Representative Raymond to explain the measure.
Representative Flores offered a complete committee substitute.
