Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on Administration was held on Thursday, September 3, 2009, in the E1.714.

The chair called the meeting to order at 10:01 a.m. There being a quorum present at 10:05 a.m., the following business was transacted:
Senator Williams laid out each committee's proposed budget amount and any exception letters that were submitted. Senator Wentworth moved to adopt the following interim committee budgets: Administration, Business and Commerce, Economic Development, Education, Finance, Government Organization, Health and Human Services, Intergovernmental Relations, Jurisprudence, and Nominations. The motion carried with a record vote of 4 ayes, 0 nay, 0 present not voting, and 3 absent.
The interim budget for the Committee on Higher Education was discussed and left pending.
Senator Williams laid out the proposed budget for the Committee on International Relations & Trade. Senator Whitmire moved to adopt the interim budget for the Committee on International Relations & Trade. The motion carried with a record vote of 4 ayes, 0 nay, 0 present not voting, and 3 absent.
Senator Williams laid out the proposed budget for the Committee on State Affairs. Senator Whitmire moved to adopt the interim budget for the Committee on State Affairs. The motion carried with a record vote of 4 ayes, 0 nay, 0 present not voting, and 3 absent.
Senator Williams laid out the proposed budget for the Subcommittee on Flooding & Evacuations. Senator Whitmire moved to adopt the interim budget for the Subcommittee on Flooding & Evacuations. The motion carried with a record vote of 4 ayes, 0 nay, 0 present not voting, and 3 absent.
Senator Williams laid out the proposed budget for the Committee on Transportation & Homeland Security. Senator Whitmire moved to adopt the interim budget for the Committee on Transportation & Homeland Security. The motion carried with a record vote of 4 ayes, 0 nay, 0 present not voting, and 3 absent.
Senator Williams laid out the proposed budget for the Committee on Veterans Affairs & Military Installations. Senator Williams moved to adopt the interim budget for the Committee on Veterans Affairs & Military Installations. The motion carried with a record vote of 4 ayes, 0 nay, 0 present not voting, and 3 absent.
The following committee interim budgets were left pending a final decision by the chair: Agriculture and Rural Affairs, Criminal Justice, Higher Education, Natural Resources, Subcommittee on Base Realignment and Closure. Without objection, it was so ordered.
Senator Williams laid out the salary cap exemption requests for the following committees: Criminal Justice, Education, Health & Human Services (2), Intergovernmental Relations, Jurisprudence, Nominations, State Affairs, and Transportation & Homeland Security. Senator Wentworth moved to adopt the salary cap exemption requests. The motion carried with a record vote of 4 ayes, 0 nay, 0 present not voting, and 3 absent.
There being no further business, at 10:39 a.m. Senator Williams moved that the committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
