Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on Agriculture & Rural Affairs was held on Monday, March 30, 2009, in the Capitol Extension, Room E1.012, at Austin, Texas.

Senator Carlos Uresti, the acting chair, called the meeting to order at 5:01 p.m. The following business was transacted:
The chair laid out SB 1583, SB 1582 and SB 1586, and recognized the author, Senator Harris, to explain the bills. The chair sent up a committee substitute to SB 1582 and recognized Senator Harris to explain the difference between the committee substitute and the senate bill as filed.
Witnesses testifying and registering on SB 1583, SB 1582 and SB 1586 are shown on the attached list. The chair moved that the public testimony be closed; without objection, it was so ordered. The chair moved to withdraw the committee substitute for SB 1582. There being no objection, it was so ordered. The chair moved that SB 1582, SB 1583 and SB 1586 be left pending; without objection, it was so ordered.
The chair laid out SB 1667 and, in the absence of the author, explained the bill. The chair sent up a committee substitute and explained the difference between the committee substitute and the senate bill as filed. Witnesses testifying and registering on the bill are shown on the attached list. The chair moved that the public testimony be closed; without objection, it was so ordered. The chair moved to withdraw the committee substitute. There being no objection, it was so ordered. The chair moved that SB 1667 be left pending; without objection, it was so ordered.
