Pursuant to suspension of Senate Rule 11.18, a public hearing of the Senate Committee on Agriculture & Rural Affairs was held on Tuesday, March 31, 2009, at Senator Estes's Desk.

The chair called the meeting to order at 12:42 p.m.  There being a quorum present, the following business was transacted: 

 

The chair laid out as a matter of pending business SB 205 and, in the absence of the author, explained the bill.  Senator Jackson moved that SB 205 be reported favorably to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 5 ayes, 0 nay, 0 present not voting, and 0 absent.  Senator Jackson moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered. 

 

The chair laid out as a matter of pending business SB 399 and, in the absence of the author, explained the bill.  Senator Hinojosa moved that SB 399 be reported favorably to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 5 ayes, 0 nay, 0 present not voting, and 0 absent.  Senator Hinojosa moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered. 

 

The chair laid out as a matter of pending business SB 969 and, in the absence of the author, explained the bill.  Senator Uresti moved that SB 969 be reported favorably to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 5 ayes, 0 nay, 0 present not voting, and 0 absent.  Senator Uresti moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered. 

 

The chair laid out as a matter of pending business SB 1059 and, in the absence of the author, explained the bill.  Senator Uresti sent up a committee substitute; the chair explained the difference between the committee substitute and the senate bill as filed.  The following members arrived after the roll was called:  Senator Hegar.  The chair moved adoption of the committee substitute; without objection, it was so ordered.  Senator Uresti moved that SB 1059 do not pass but that CSSB 1059 be reported back to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 5 ayes, 0 nay, 0 present not voting, and 0 absent.  Senator Hegar moved that the committee substitute be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered. 

 

The chair laid out as a matter of pending business SB 1027 and recognized the author, Senator Watson, to explain the bill.  Senator Uresti sent up a committee substitute; the chair recognized Senator Watson to explain the difference between the committee substitute and the senate bill as filed.  Senator Uresti moved adoption of the committee substitute; without objection, it was so ordered.  Senator Uresti moved that SB 1027 do not pass but that CSSB 1027 be reported back to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 5 ayes, 0 nay, 0 present not voting, and 0 absent.  Senator Uresti moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered. 

 

The chair announced that Senator Hegar requests to be shown that he vote aye on the following bills: SB 205, SB 399, SB 969, CSSB 1059 and CSSB 1027.

 

There being no further business, at 12:48 p.m. Senator Hegar moved that the Committee stand recessed subject to the call of the chair.  Without objection, it was so ordered.
