Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on Agriculture & Rural Affairs was held on Monday, April 20, 2009, in the Capitol Extension, Room E1.012, at Austin, Texas.

The chair called the meeting to order at 7:01 p.m.  The following business was transacted: 

 

The chair laid out SB 1668 and recognized the author, Senator Nichols, to explain the bill.  Witnesses testifying and registering on the bill are shown on the attached list.  The chair moved that the public testimony be closed; without objection, it was so ordered.  The chair moved that SB 1668 be left pending; without objection, it was so ordered. 

 

The chair laid out SB 1088 and recognized the author, Senator Shapleigh, to explain the bill.    Witnesses testifying and registering on the bill are shown on the attached list.  The chair moved that the public testimony be closed; without objection, it was so ordered.  The chair moved that SB 1088 be left pending; without objection, it was so ordered. 

 

The chair laid out SB 1851 and recognized Senator Hinojosa, in the absence of the author, to explain the bill.  The chair sent up a committee substitute; the chair recognized Senator Hinojosa to explain the difference between the committee substitute and the senate bill as filed.  Witnesses registering on the bill are shown on the attached list.  The chair moved that the public testimony be closed; without objection, it was so ordered.    The chair moved that the committee substitute for SB 1851 be withdrawn; without objection, it was so ordered.  The chair moved that SB 1851 be left pending; without objection, it was so ordered.   

 

The chair laid out SB 2333 and recognized the author, Senator Lucio, Jr., to explain the bill.  The chair sent up a committee substitute; the chair recognized Senator Lucio, Jr. to explain the difference between the committee substitute and the senate bill as filed.  Witnesses registering on the bill are shown on the attached list.  The chair moved that the public testimony be closed; without objection, it was so ordered.  The chair moved that the committee substitute for SB 2333 be withdrawn; without objection, it was so ordered.  The chair moved that SB 2333 be left pending; without objection, it was so ordered. 

 

The chair laid out SB 691 and recognized Senator Hinojosa, in the absence of the author, to explain the bill. The chair sent up a committee substitute; the chair recognized Senator Hinojosa to explain the difference between the committee substitute and the senate bill as filed.  Witnesses testifying and registering on the bill are shown on the attached list.  The chair moved that the public testimony be closed; without objection, it was so ordered.  The chair moved that the committee substitute for SB 691 be withdrawn; without objection, it was so ordered.  The chair moved that SB 691 be left pending; without objection, it was so ordered. 

 

The chair laid out HB 1908 in lieu of SB 1901 and recognized the Senate sponsor, Senator Hinojosa, to explain the bill.  Witnesses testifying and registering on the bill are shown on the attached list.  The chair moved that the public testimony be closed; without objection, it was so ordered.  The chair moved that HB 1908 be left pending; without objection, it was so ordered. 

 

The clerk called the roll and a quorum was established at 7:54 pm.

 

The chair laid out SB 1871 and recognized the author, Senator Hegar, to explain the bill.  The chair sent up a committee substitute; the chair recognized Senator Hegar to explain the difference between the committee substitute and the senate bill as filed.  Witnesses testifying and registering on the bill are shown on the attached list.  The chair moved that the public testimony be closed; without objection, it was so ordered.  The chair moved that the committee substitute for SB 1871 be withdrawn; without objection, it was so ordered. The chair moved that SB 1871 be left pending; without objection, it was so ordered.
