Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on Education was held on Monday, March 22, 2010, in the Capitol Extension, Room E1.028, at Austin, Texas.

The chair called the meeting to order at 9:03 a.m. The following business was transacted:
Senator Shapiro made opening remarks to the Committee.
The chair called the following invited witnesses to provide testimony on Interim Charge 1: Review the performance and accountability of the state's charter schools. Specifically, study the following: Options for increasing the number of outstanding charter schools; Best practices employed by high performing charter schools and make recommendations for ways to implement these strategies in other charter and public schools; Charter school initiatives in other states, specifically including incentives for public education campuses to become charter schools; Options for development and funding of a charter schools facilities program. See attached list. (The chair announced that the following component of Interim Charge 1 will be taken up at a later date: Feasibility of operating charter schools focused on providing high quality education for students with disabilities, such as autism).
At 9:54 a.m. the roll was called and a quorum was established.
Senator Patrick moved adoption of the minutes from the previous hearing held on February 22, 2010; without objection, it was so ordered.
At 10:29 a.m. Senator Patrick assumed the chair.
At 10:31 a.m. Senator Shapiro resumed the chair.
The chair called persons who registered as public witnesses to provide testimony on the interim committee charge. See attached list.
At 1:30 p.m. Senator Patrick assumed the chair.
There being no further business, at 2:02 p.m. Senator Patrick moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
