Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on Finance was held on Monday, February 2, 2009, in the Capitol Extension, Room E1.036, at Austin, Texas.

The chair called the meeting to order at 2:30 p.m.  There being a quorum present, the following business was transacted: 

 

The chair recognized each Committee member for opening remarks, and to introduce their respective staff.  The chair introduced Finance Committee staff, and made introductory remarks. 

 

The chair laid out the proposed Committee rules.  Senator Harris moved adoption of the rules.  There being no objection, the rules were adopted by unanimous consent.

 

The chair recognized the following witnesses:

 

John Heleman, Office of Comptroller of Public Accounts, provided testimony on the Biennial Revenue Estimate.

 

John O'Brien, Legislative Budget Board and Ursula Parks, Legislative Budget Board, provided testimony on an Overview of Base Budget Recommendations.

 

These witnesses are also shown on the attached list.

 

John O'Brien introduced Legislative Budget Board staff.

 

The chair laid out the tentative Committee schedule.

 

There being no further business, at 4:15 p.m. Senator Ogden moved that the Committee stand recessed until 8:30 a.m., February 3, 2009.  Without objection, it was so ordered.
