Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on Finance was held on Monday, March 2, 2009, in the Capitol Extension, Room E1.036, at Austin, Texas.

The chair called the meeting to order at 8:30 a.m.  There being a quorum present, the following business was transacted: 

 

The chair laid out SB 22 and recognized the author, Senator Zaffirini, to explain the bill.  Witnesses testifying and registering on the bill are shown on the attached list.  The chair moved that the public testimony be closed; without objection, it was so ordered.  Senator Ogden moved that SB 22 be left pending; without objection, it was so ordered. 

 

The chair laid out SB 144 and recognized the author, Senator Ellis, to explain the bill.

Witnesses testifying and registering on the bill are shown on the attached list.  The chair moved that the public testimony be closed; without objection, it was so ordered.  Senator Ogden moved that SB 144 be left pending; without objection, it was so ordered.    

 

 

 

The chair laid out SB 254 and recognized the author, Senator Estes, to explain the bill.

The chair laid out SB 258 and recognized the author, Senator Shapleigh, to explain the bill.  Senator Nelson sent up a committee substitute; the chair recognized Senator Shapleigh to explain the difference between the committee substitute and the senate bill as filed.  Witnesses testifying and registering on the bill are shown on the attached list.  The chair moved that the public testimony be closed; without objection, it was so ordered.  Senator Ogden moved that SB 258 be left pending; without objection, it was so ordered. 

 

The chair laid out SB 475 and recognized the author, Senator Wentworth, to explain the bill.

The chair laid out SB 263 and recognized the author, Senator Carona, to explain the bill.  Senator Ogden sent up a committee substitute; the chair recognized Senator Carona to explain the difference between the committee substitute and the senate bill as filed.  Witnesses testifying and registering on the bill are shown on the attached list.  The chair moved that the public testimony be closed; without objection, it was so ordered.  Senator Ogden moved that SB 263 be left pending; without objection, it was so ordered. 

 

The chair laid out SB 469 and recognized the author, Senator Carona, to explain the bill.  Senator Hinojosa sent up a committee substitute; the chair recognized Senator Carona to explain the difference between the committee substitute and the senate bill as filed.  Witnesses testifying and registering on the bill are shown on the attached list.  The chair moved that the public testimony be closed; without objection, it was so ordered.  Senator Ogden moved that SB 469 be left pending; without objection, it was so ordered. 

 

The chair laid out SB 562 and recognized the author, Senator Jackson, to explain the bill. Witnesses testifying and registering on the bill are shown on the attached list.  The chair moved that the public testimony be closed; without objection, it was so ordered.  Senator Ogden moved that SB 562 be left pending; without objection, it was so ordered.

 

The chair laid out SB 638 and recognized the author, Senator Nichols, to explain the bill.

There being no further business, at 11:11 a.m. Senator Ogden moved that the Committee stand recessed subject to the call of the chair.  Without objection, it was so ordered.
