At 1:05 p.m., Senator Ogden announced that the Senate Committee on Finance would stand in recess until 5:00 p.m.
The chair called the meeting to order at 5:03 p.m. There being a quorum present, the following business was transacted:
The chair laid out SB 1 as pending business. Witnesses testifying and registering on the bill are shown on the attached list.
The chair recognized Senator Eltife to lay out the remaining workgroup recommendations for Article VII.
Senator Eltife moved to adopt the workgroup recommendations on the All Remaining Items - Article VII document; without objection, it was so ordered.
Senator Eltife moved to adopt the workgroup recommendations for Article VII, Texas Department of Transportation; without objection, it was so ordered.
The chair recognized Senator Deuell to lay out the workgroup recommendations for Article II.
Senator Deuell moved to adopt the workgroup recommendations for Article II, Department of Aging and Disability Services; without objection, it was so ordered.
Senator Deuell moved to adopt the workgroup recommendations for Article II, Department of Assistive and Rehabilitative Services. There being objection, a record vote was taken. The motion carried with a record vote of 13 ayes, 1 nay, 0 present not voting, and 1 absent.
Senator Zaffirini moved to adopt Item 2f of the workgroup recommendations for Article II, relating to the Department of Family and Protective Services; without objection, it was so ordered.
Senator West moved that Item 2d of the workgroup recommendations for Article II, relating to the Department of Family and Protective Services, be moved to Article XI, and that the corresponding contingency rider on page 35 be amended to conform with the change; without objection, it was so ordered.
Senator Deuell moved to adopt the amended workgroup recommendations for Article II, Department of Family and Protective Services; without objection, it was so ordered.
Senator Zaffirini moved to sever Item 12a of the workgroup recommendations for Article II, relating to the Department of State Health Services. There being objection, a record vote was taken. The motion carried with a record vote of 8 ayes, 5 nays, 0 present not voting, and 2 absent.
Senator Deuell moved to adopt the workgroup recommendations for Article II, Department of State Health Services, with the exception of Item 12a; without objection, it was so ordered.
Senator Williams moved that Items 12a and 12c of the workgroup recommendations for Article II, relating to the Department of State Health Services, be adopted and funded from funds appropriated above. Senator Williams withdrew his motion; without objection, it was so ordered.
Senator Deuell moved to adopt Item 12a of the workgroup recommendations for Article II, relating to the Department of State Health Services. There being objection, a record vote was taken. The motion carried with a record vote of 9 ayes, 5 nays, 0 present not voting, and 1 absent.
