The chair called the meeting to order at 10:02 a.m. There being a quorum present, the following business was transacted:
The Committee heard invited and public testimony regarding the Committee's interim charge to review and make recommendations regarding existing and future public debt at all levels of government in Texas, including independent school districts, cities, other local governments and the Texas Guaranteed Tuition Plan. Witnesses testifying and registering on the subject are shown on the attached list.
The Committee heard invited and public testimony regarding the Committee's interim charge to examine the Texas Tomorrow Fund and its impact on institutions of higher education. Assess current and future costs, the ability of institutions to absorb the costs, and make recommendations for ensuring a sound fiscal approach to managing the fund for the future. Witnesses testifying and registering on the subject are shown on the attached list.

There being no further business, at 1:24 p.m. Senator Ogden moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
