Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on International Relations & Trade was held on Wednesday, April 22, 2009, in the Betty King Committee Room at Austin, Texas.

The chair called the meeting to order at 9:07 pa.m. 

 

At 9:08 a.m. Senator Davis assumed the chair. 

 

The chair laid out SB 1370 and recognized the author, Senator Lucio, Jr., to explain the bill. 

 

Witnesses testifying and registering on the bill are shown on the attached list. 

 

The chair moved that the public testimony be closed; without objection, it was so ordered.

 

Senators Estes and Gallegos, Jr. arrived and a quorum was established.  There being a quorum present, the following business was transacted:

 

Senator Lucio, Jr. moved that SB 1370 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 4 ayes, 0 nay, 0 present not voting, and 3 absent.

 

Senator Lucio, Jr. moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered. 

 

At 9:28 a.m. Senator Lucio, Jr. resumed the chair. 

 

Senator Estes moved adoption of the minutes from the previous hearing held on April 15, 2009.

 

The chair laid out SB 2231 and recognized the author, Senator Averitt, to explain the bill. 

 

Witnesses testifying and registering on the bill are shown on the attached list. 

 

The chair moved that the public testimony be closed; without objection, it was so ordered. 

 

Senator Lucio, Jr. moved that SB 2231 be left pending to await a quorum; without objection, it was so ordered.

 

At 10:01 a.m. Senator Estes assumed the chair. 

 

The chair laid out SB 2253 and recognized Senator Lucio, Jr., in the absence of the author, to explain the bill. 

 

Witnesses testifying and registering on the bill are shown on the attached list. 

 

The chair moved that the public testimony be closed; without objection, it was so ordered. 

 

Senator Estes moved that SB 2253 be left pending to await a quorum; without objection, it was so ordered. 

 

At 10:14 a.m. Senator Lucio, Jr. assumed the chair. 

 

The chair laid out SB 952 and recognized the author, Senator Shapleigh, to explain the bill. 

 

Senator Lucio, Jr. sent up Committee Amendment 1.
